Where is KCSiE 2025?

As we move into the summer term, Designated Safeguarding Leads (DSLs), school leaders, and safeguarding professionals are once again refreshing the Safeguarding Pupils page on gov.uk, waiting for the draft version of Keeping Children Safe in Education 2025 (KCSiE 2025) to be released.

This annual guidance is a cornerstone of safeguarding in schools, and its timely publication is essential for planning INSET day training, updating safeguarding policies, and ensuring compliance across all educational settings. 

When has KCSiE usually been published?

The absence of KCSiE 2025 by mid-June marks an unusual delay—prompting a sense of urgency ahead of the end of term fast approaching. In previous years, the Department for Education released draft versions of KCSiE on the following dates:

• 24 May 2024

• 6 June 2023

• 20 May 2022

Why has the KCSiE 2025 draft been delayed?

Although no official reason has been confirmed, there are a few key factors likely contributing to the delay in publishing Keeping Children Safe in Education 2025:

1. Government Call for Evidence

From 28 March to 20 June 2025, the Department for Education ran a nationwide consultation seeking feedback from professionals working in safeguarding in schools. This call for evidence is expected to shape future policy and could be influencing the finalisation of KCSiE 2025.

2. Children’s Wellbeing and Schools Bill

This bill, still making its way through the legislative process, aims to impact key areas of child protection and wellbeing. Its progress through Parliament may be affecting the timeline and content of KCSiE 2025.

3. Post-Election Changes

With a general election held in July 2024, a change in government leadership may have disrupted or reprioritised certain timelines—possibly delaying this year’s guidance.

What about KCSiE 2024?

While waiting for the latest update, it’s essential not to lose sight of KCSiE 2024. Understanding the changes to KCSiE 2024 and their impact on current safeguarding practice remains vital.

What should schools and DSLs do while waiting? 

If you’re responsible for safeguarding in education, here’s how to prepare in the meantime:

• Keep your INSET day plans flexible, allowing for quick updates once the new guidance is published

• Review your current safeguarding training and KCSiE knowledge check provider to ensure you’re getting value for money 

• Hold off on making major changes to safeguarding policies until KCSiE 2025 is officially released

• Continue to monitor the gov.uk website for updates to the Safeguarding Pupils section
